Selection
Organisations do not process all available information. They create the capacity to act through selection.
Selection reduces complexity while simultaneously creating new risks. Making selection rules visible allows these risks to be observed without promising completeness.

relevant/irrelevant
Which implicit criteria determine which signals receive attention?
Observation
- Phenomenon
- Information is abundant, yet crucial signals often have an effect only at a late stage.
- Insight
- Information scarcity and information overload can arise from the same selection structure.
- Blind spot
- The selected signal obscures alternative descriptions of the situation.
Kanban intervention
- Intervention
- Make selection rules, capacity and decision points explicit.
- Changed conditions
- New work visibly competes with existing commitments.
- Limits
- Explicit rules cannot replace situational judgement.
